I could say Max Payne 1-2 is the closest one. I get this "mild horror" feeling in Alan Wake, Control (Remedy), Limbo, Inside, Little Nightmares 1-2. For the uneasiness, Half-Life 1. For the dark atmosphere, Devil May Cry 3.
The fog shitty and grey weather made this GTA so special! damn i' remember being a kid,you couldn't see clearly on the tv screen because of the dark/grey weather on the game if you also didnt fully darked your room too lmao even if the little light is in the room,you couldnt see shit on the screen cuz its almost always rainy gloomy weather...damn miss those days!
I'm usually not a fan of tints, like how everything gets orange or muddy in GTA IV, but I love the teal in this game. It looks the way a lot of movies released around Y2K looked, and the sound of rain with Trance / DnB radio stations compliments the shit out of it.
The amount of feelings this game's atmosphere brings me is indescribable. Rockstar surely knows how to build atmospheres for their games. Fantastic video!

Compared to the other 4 PS2 GTAs, GTA 3 had the hardest missions of all of them and I remember getting so mad at the mission "Espresso 2 Go" that I ended up throwing the PS2 controller across the room. I hate getting mad playing a game and GTA 3 knows how to do just that sometimes. It's still a great game though but my favorite has to be Vice City.

I was always thinking "Why gta 3 is so dark?" Is the New York setting the only reason? I suppose the answear is: 9/11 crisis, uncertain future, new technology coming in and crime that is everywhere. Liberty City is a really bad place to live, its truly "worst city in America". Gangsters and drugs everywhere, corruption, polluted water and air,suicidal bombers. Even if gta 4 is set in fictional New York too, i must say that gta III has a unique atmosphere. I love it.

However I'm playing with keyboard&mouse so I used "Classic Axis" mod, it makes Left Alt button to walk. I have played Saints Row 2 but I don't remember the rain effect. Maybe because I was playing missions quickly to end the game, and didn't hang out in it's open world.
My favourite in the series by far. Between the visuals and the soundtrack, the atmosphere created in this game really immerses me in a way so many other games can't.

You should give Manhunt a try. To me GTA3/Max Payne 1/Manhunt 1 is the perfect gloomy trilogy.

I remember 4 used to get so much grief when it came out for its atmosphere, people seem to forget that liberty city is SUPPOSED, to feel this way, claude and niko "werent supposed to be here"
Hopefully the next GTA that will take place in Liberty City retains the gritty and dangerous vibe that 3 and 4 had

It would be creepy to someone who has never played it as a kid. But to me, this was a safe place that made me feel cozy which is hilarious considering what goes on in the story.

This is how I remember the game. Can't believe how butchered this aesthetic was in the remaster. All the reverb, green-ish grey tones. Fog and mist. Agh inject it all in me veins!

I prefer atmosphere in this game honestly. Rather than vice city and san andreas. Those two game too bright it kinda hurt my eyes.
