I’m planning to use this over concrete 1st level. Would I also need to install a vapor barrier?

We recommend you check the flooring manufacturers recommendations. Most call for moisture testing and they will need to be sure the subfloor is to their specifications. Some manufacturers require a 6mil vapor barrier to be installed no matter what to keep a warranty on the floor. The topfilm of AirGuard is a 2mil moisture barrier. It will prevent most moisture from reaching a finished floor, but you should check the manufacturer's information so it does not void the warranty from the finished floor.

Does this work with staple engineer hard wood floor?

You cannot use AirGuard for a staple down installation. It is for floating floors only. If you need an underlayment to work with staple installs, we recommend these other Roberts underlayment: the 70-197 SoundBarricade, the 70-198 Silicone Moisture Barrier, or the 70-120 Wax Paper.
