iceberg thinking is a nice concept to work on.
If a bully bullies someone, that person have the right to bully you back as punishment. The bully cant use his past experiences as a reason to do it. The victim is not at fault for what happened to the bully in the past. Therefore, the victim is in the right to serve punishment to the same level +1.
Past experiences are just excuses to justify their actions

In my opinion ,,if you remember that you will be punished if you did something bad to the others ,I guess you will think twice before doing these things....the only problem of this law ,not every one get the punishment he desrves ...in other words applying punishment ....and there is another thing punish bulley people should be depended on their age ...if he is a child of course we should advise him ...but if he is an adult ...he is older enough to know right from wrong as he simply has mind and heart ....sorry if my English is not good enough
Another problem is figuring out what crimes justify what punishments. Also another variable is the reasoning behind committing a crime, for example if a homeless man steals a loaf of bread tree he receives the same crime as a rich man who steals a loaf of bread? A lot of people try to oversimplify these issues and that's why we've got the idea of an eye for an eye for so long.
