If something ever really happened to knock us down to a pre- industrial state, there would still be some smart people who had books that they could use to rebuild a lot of the "lost" technology. I have books in my one bedroom apartment that could be used to get us from the stone age back to just before the invention of the microchip. ...and if you do have microchips, I have books on computer science and computer programming.
Since we have historical records, I think It would take one generation to build back up infrastructure and harvest materials. Then the next generation would at least have at a minimum a 60's computer. Then another 30--50 years to get back to smartphones.
The sizes of mobile suits does change a bit and Zeta has a lot of Variety. UC is gradual in their size changes from the One Year War to Victory Gundam, they veer to smaller more compact units focused on speed as their laser technology becomes too dangerous to tank without beam shields
