      Laws without enforcement are much WORSE than meaningless; they destroy belief in the function of a society and create the understanding that laws in general are really just "suggestions" that carry no consequences when violated.
      That is WHY liberal leaders don't enforce laws. They WANT a breakdown in society. Once society is sufficiently broken, they believe they can take stronger control and rule over us as they wish, with no need to adhere to our individual rights. THAT is their goal.

    As a working taxpayer in Portland, I actually feel like I have less rights than the drug addicted homeless. They are allowed to camp out, smoke crack and shoot up heroin in broad daylight. Meanwhile people like me have to be looking over our shoulder and inhaling crack smoke. I'm more likely to get in trouble with law enforcement for failing to signal a lane change than these folks are doing hard drugs in public. The city needs to respect the hard working taxpayers, not let the city be controlled by the whims of drug addicted lunatics, which the majority of these people are. They need help, yes, and this is not compassion, it's a lose lose situation for everybody.

      I’m right there with you. Walked with my son the other day and right near our home we were forced to inhale crack smoke while our dog decided to stop right there to do his business. There was no mistaking the smell. Tried to call and report the issue and Was on hold for over an hour. The offenders make the choice to use drugs, meanwhile my choice was taken away. I have no choice to breathe clean air my rights have been taken away. My choice to not inhale crack doesn’t matter

    Well Hallelujah less people will die in their tents why don't they just have a one contact policy instead of contacting the people multiple times having them move their tents around contacting them again in the shelters contacting them again at the hospital when they OD Etc why don't they just contact them once and evaluate them then you either go back home to Mommy and Daddy you go to jail if you have a criminal record or have committed crimes like having drugs in your possession or you go to the mental hospital they don't need to be worried about how many shelter beds they have available they need to be worried about why they don't have more room in the jail and mental hospital for these people and when they are recovered they can go to halfway houses and live that life until they get a job and can survive on their own it is ridiculous just moving them around and providing shelter beds for them it is not helping anything

      Except possession was legalized and mental hospitals decommissioned so those things can't be done. The only way to get rid of them is stir the pot. No one is trying to rehabilitate people who don't want to be rehabilitated.

    there should be designated fenced in areas with trash pick-up, water and toilettes. For people living in tents and no tents allowed in city limits outside designated camping areas every city until housing is available and affordable for all but not stretched out on sidewalks or on the side of the street parks or any designated public area inside city limits.

    The problem got too big to solve it in one day. As long as they keep moving forward I believe Portland can recover, mostly because it's in a desirable climate: no major flooding, rare and small earthquakes, no tornados or hurricanes, no extreme summers or winters, etc...

      The problem became apparent in the early 1990’s. The city initiated its do nothing effective policies then.
      1990 is 33 years ago. Nothing has changed. Except that the do nothing city has become a homeless, drug addict city.
      Passing Measure 110 was a grave error. It needs to be repealed.

      Have you not noticed the impacts of climate change and the tremendous increase in explosive wildfires? I live in Southeast Portland. My home and all of the east side from Troutdale to the Willamette River would have burned down in 2017 and 2020 with just a few shifts in the wind.
      In 1975, the Willamette Valley was a true Mediterranean climate. Summers were mostly in the low 70’s. For years it was like heaven on earth.
      40 years ago we had a 100 degree day in May. That was a banner headline then. Not anymore.
      Now we have long streaks of scorching temperatures in the 90s and 100s. With the tinder dry soil that goes with it.

      I moved there after years of visiting.
      I got there just before the 'Summer of Love'.
      In the 3 years that we lives there my wife was attacked several times. The 'protestors' (antifa) tried to burn down her building while she was in it...several times.
      I saw a 70+year old lady stark naked and screaming her lungs out (while no one noticed) one afternoon downtown.
      I had to draw my gun on a guy who tackled me and tried to kill me.
      My son got to learn about all sorts of different fetishes and perversions...in kindergarten!
      Someone stole my dog.
      Someone stole my bike.
      Someone stoke my car.
      When we finally decided to cut our losses and leave, it was only getting worse.
      We left in January and we actually feel safe. I forgot what that was like.
      My honest advice?
      Don't! Just don't.
      It's not what you remember, and it's getting worse.
      If you MUST find out for yourself, make sure to get CHP!
      Do not go about your day unarmed.
      And don't live IN the city.
      Avoid Multnomah County. All the junkies know that they don't go to jail, so they run the place in that co. Go to WA or Clackamas co...THEY prosecute, and it makes a ton of difference!
      But really, just don't.

    Rules always sound good on paper, and when officials speak about them, but the actual practice is a whole other story. I wish there was a better way to help homeless persons. Talk talk talk doesn't get anything done and results in a lot of frustration all the way around.

    Isn't it sad that the leaders haven't called 211 or understood the scenarios for people on the streets? They just say call 211 and have zero idea how it all works or the likelihood for someone to get a bed. There are no clear instructions for those homeless on how to get out of their situation. Some of these people are chronically homeless. One night isn't going to do anything.

      Any of us have the ability to contact his office and sound him out to see what some of his proposed solutions are.

    Love it!! Policies and regulations enforcement are separate issues!! Camping is a fantastic experience. Take everything you can get and contribute nothing. We have billions for funding the military industrial complex, prison complex, education complex, rehabilitation complex.

The design comes from architect Bjarke Ingels and floating city builder _Oceanix._ At a roundtable on Wednesday, the UN said, *”floating cities could help protect people from sea-level rise while addressing the lack of affordable housing in major cities.”* Amen.

    I have a friend who works at Portland BOEC - she says 911 has to respond to calls about daytime camping now. Problem is, sometimes they are so overwhelmed they have to prioritize calls over the others. Portland's crime rate keeps them busy. There are plenty of empty shelter beds, but shelters require residents to stay CLEAN. As in, no drugs.

    Perhaps some form of urban campground could be explored. Providing bathrooms, garbage cans, drinking water and some form of security would be a plus and removing direct camping on the streets would make everyone happier.

    The kit to convert a -gasoline- deatholine car into an electric car will only cost $4,600 once the _Defense Production Act_ is invoked to produce them. In the *Homeless-Shelter-Village* [HSV] factories that uses the residents of the HSV as the workforce to produce them. You only need to change the drive-train; not the transmission or anything else. This does not include the cost of batteries and installation.

    The reason that companies like _Incredible Tiny Homes_ that builds *homes on trailers are needed.* Is due to the continued destruction of housing due to extinction by the year 2060 runaway-AGW which will be total; no part of America will escape. Which is why the most important feature that has not been pointed out. Is just like _Pallet Shelter's_ components can be taken down in an hour, placed on trucks and moved to escape floods which will be 3 feet higher, more levees will burst, and more frequent. *All of the **_Incredible Tiny Homes_** are built upon trailers.* When parked all their homes sit on blocks; taking the weight off the tires. Which can be fully inflated, the house brought down off the blocks with forklifts or hydraulic jacks; then moved to avoid floods. Not easy but doable with 24 hours of warning. The other alternative is cities meant to float when flooded that are anchored to the land.

    After talking to many homeless residents of Portland and other Cites. They want to live this way it’s what they know. They job is “to stand on the corner and beg” per homeless youth. Woke Politics have ruined our beautiful City. A lot of these people come here to “Live like kings here”

      The "why" of the homeless crisis has a lot of different answers and points of view, but I don't think anybody who has actually seen these encampments would describe these people as living like kings.

      The urban areas control the state government and legislature. You all voted for these stupid officials and policies so how about you pay for it? You all receive higher wages as well. Minimum wage is higher than the rural counties. Stop trying to force counties with no voice and no money to pay for your mistakes. Median income in my county is 30k and Walmart is the largest employer. Keep raising our taxes and we will all be homeless. I guess maybe then we'll get some sympathy.

    This law seems to benefit the general public but really doesn't attack the core issues that result in homelessness...My concern is nothing much will change, and this really is just another way to punish homeless people rather than helping them overcome it...frustrating

      Street homeless will destroy any housing we put them in because they are not mentally capable of living in organized manner. Fentanyl and Tranq horse tranquilizer destroy humans mentally and physically beyond the point of repair very quickly. Street encampments are nothing else but lawless open air fentanyl markets.

    *Unfortunately for millions of Americans in order to survive* those made homeless *due to failed Republican polices and the election **-Florida-** Whorida stole from Al Gore runaway-AGW destruction of housing.* _The 41% of Americans that the _*_Federal Reserve_*_ and _*_IRS_*_ tell us make less than $15 an hour; will have to lower their standard of living dramatically!_ And live in modest accommodations such as _Pallet Shelter's_ *Shelter 64* which sleeps two in a private cabin. Placed in combination with _Pallet Shelter's_ other components: *Community Room,* Bathroom, and Services Office; to form an entire *Homeless Shelter Village* [HSV]. Where the rent paid to FEMA for the 2 person shelter is 10% of net income; and 20% for the four person shelter. Which goes to providing _one free meal a day_ and *childcare* in the Community Room; so that the working poor can go to work. *Jesus Christ* says this is the Christian thing to do. Amen.

    At 2:03 Note the solar Panel of the guy who's been living there 10 years. I've seen a few homeless homesteads going solar, but if they are forced to pack up and night how can they go solar and do their part to combat climate change, much less become a stakeholder in the "Fourth Industrial Revolution"?
