It has crits because it's the only sword that doesn't reward you for demoknighting. It's better than the direct hit at least, which can one shot light classes even without crits, by the way. Plus, it's a good counter against eyelander demoknights who are dominating your server.

Fun fact: a crit from the skullcutter (random or not) will bring full head demoknight to 1 heath. Yes they let a "sword" with a damage bonus be able to have random crits

I cannot describe in words how much I love the skullcutter having random crits.
I bought a Strange Professional Killstreak Scotsman's Skullcutter with the Full-Health Kills and Critical Kills strange parts and named it "The Axe-Murderer's Axe-Murdering Axe" and changed my username to "joe axe-murderer" and then went on a 22 killstreak with it. 40% of my kills are critical kills and 20% are full health kills.
Note this was before watching this video, the joe was a coincidence

Try this for a little trolling. You and a cohort join a game and play with a different gimmick until one of you gets autobalanced. Then you go Cloak & Dagger Spy and your cohort goes Engineer. Your cohort builds a Teleporter Exit in a choke where enemies will have to pass over it and a Teleporter Entrance in eyeshot of it. The goal is to see how many enemies you can telefrag before they get suspicious.
