When i did it i used a simple bidoof so that i could use double team 2 times then use curse 2 times then i whould have returen and dig for steel and rock With a iron Ball so that ghost flying types could be hit
Hi Shro, if you're looking to alter your starters then the universal pokemon randomizer works fine for gen 4, I've used it myself when I wanted to play through the game with a squirtle.
