That's the question many people have asked and debated over the past few years, from kitchen tables to the office to the campaign trail as the city prepares to transition to a new form of government.
Some of the biggest investors in the city say there is no doubt: Stumptown is on the upswing.

This is simply a feel-good civic booster story. Having a larger city council doesn't equate to a more livable city. It's going to take some tough but necessary measures that do-gooders, homeless advocates, and homeless aren't going to like, soft voluntary measures are a proven failure.
It's typical fake news. The truth of the matter is businesses are fleeing the high taxes and other communist policies.

Um, what are they smoking to say this??? Everyone including myself have seen a complete disaster of drugs, homelessness and crime. What a joke. Keep voting democratic and nothing will change. It would take a miracle to get our beautiful Rose City. 😥
I've been going downtown continuously for over a decade. Things are getting better, but that is misleading. I used to see blocks of homeless camps, now I might only see a couple of tents per block. That IS better, but that isn't acceptable. I remember when you didn't see homeless at all, and cops would routinely advise people on the street that they couldn't camp out in front of doorways. Politicians and civic organizers lament that it is tough to change people's perception of downtown Portland. I will tell you why. People used to live and work in downtown. So most people have personal stories about something they witnessed or something that has happened to someone they know, and that is why they don't go downtown. Here is an example. On a day that I went downtown to walk around, I witnessed a homeless man near a tent masterbating next to traffic at a red light around noon. He was initially behind a bush, and came behind the bush towards traffic. My first thought was to run the red light. My second thought was I'm glad my family wasn't with me. I don't think I'll come downtown with them in the future. Do you get it now?
I moved to Portland in 2002, because I fell in love with the city. i miss the portland police making their rounds in the city on horseback, I miss the tricycle-taxis (or pedicabs), I miss the fancy horse drawn carriages with newlyweds or sweet 16's birthday rides, I miss the party buses, I miss the annual naked bicycle rides around the city in August, I miss the downtown weekend fun bar hops, and nightclub drag-shows, I miss the fascinating weirdness individual clothing designers wearing mind-blowing self designed fashions and roaming around on friday nights, I miss the art gallery shows, and other public artists playing music, mimes, tricks, jugglings, singing, poetry readings etc. I miss the culture of "be nice, be kind, live & let live" vibes, but now there's so much crimes and homelessness...UGH i really miss those days and so much more before this fucking pandemic annialated the city. I'm depressed
Need more bars and weed shops.
