@@cloutxv969 for me i just kept spam clicking the icon and ignoring the pop ups that appear. Just continuing spam clicking. Has worked to this day.

None of this works for me, I only have this problem with fallout 4 I have tried everything I can launch it to the start menu but when i click play it askes to make changes to my device, I say yes and then this pops up, only then. If i say no or close out of the request it just puts me back on the menu. Any help would be appreciated
