Wouldn't the Wii Version of the game be faster due to being able to aim the whistle independent of your movement? Or are there techniques/advantages to playing the GC version that make up for that?
Even the “being able to aim” thing matters a lot less than you might think. In the GC version, the captain’s momentum is added to the Pikmin’s when you throw, allowing for loads of options in where a player with perfect inputs can actually throw. There’s also a slightly more niche strat where the captain can actually ram into the thrown Pikmin to give it an extra boost, because Pikmin-captain collisions mostly follow conservation of momentum with internal weight params, and Pikmin weigh way less than captains.
All TAS runs are performed by humans using out-of-game tools, usually in the form of instant frame pausing and reloading for precise inputs, as well as counters that allow humans to understand the RNG as it is generated to understand patterns. Runs performed by bots playing the game with the assistance of out-of-game tools will be labeled [TASbot].
It's just a bit of humour, some TASes throw it in occasionally. The camera and whistle spam are what a lot of players to whilst waiting for Pikmin, so this TAS is parodying that impatience.

Yes, it is. This TAS was created 4 years ago and is saved as a save file in dolphin 5.0.114 version. However, it is split into multiple files (split at the time of cave entry and date change), and this video is an edited version of those files. If you need those input files, I can provide them.

It’s theoretically perfect human performance, and sometimes even better than a human could perfectly do.

That whole fight was clearly not prepared to be decimated like that; it seems like it might be why the music went a bit screwy at the end

the wii version of the game can’t skip cutscenes or do early blues making it slower.

Most likely reset a few times. If he can tas a 3 hr run, he can easily do that.
