I need help. I have a 94 4runner, same engine. I have been trying to locate this diagnosis box but it is not in that location. Could it be anywhere else?

Could it possibly be inside the cab. Where a regular OBDII reader is on the driver side or possibly the passenger side.

On a 1994 4Runner 3.0 VZE, I jumped the E1 and TE1 pins and the 'O/D' and 'Check Engine' lights are flashing continuously, no pauses. Does that mean there are no codes? The idle is rough and acceleration is slow. There is a big stumble when I try to accelerate. It seems like an ignition or fuel issue. But there is no engine light on unless I have the jumper in pins E1 and TE1. Anyone have any ideas?
