Basically, it is the republic of the Kyrgyz people. It is the "Kyrgyz Soviet Socialist Republic", Kyrgyz being the adjective describing "whose" Soviet Socialist Republic it is, while "Kyrgyzstan" being what the country is called in the abstract. In the same way that the "Estonian Soviet Socialist Republic" isn't called the "Soviet Socialist Republic OF Estonia", but someone might also choose to say, "I'm off to Estonia" rather than babble off the official tittle of the republic. Of course, there is another point of confusion in that the Russian name for Kyrgyzstan is Kirgizia, which was further corrupted into Kirghizia in English, as a cherry on top.
