I've been binge watching the entire show lately and I've noticed a pretty steady decline after around season 9 (1997), with hardly any good episodes anymore now that I'm in season 11 (1999)

Usually animators don’t complete a circle for the eyelids - often they leave out the top and/or bottom of the outline. For instance, at 6:58 we can see that Moe’s right eye, at one point, don’t join up to make a full circle. Glasses aren’t part of the eyelid, and therefore, do not follow this “no join-up” rule. So, they usually don’t make characters with glasses blink like usual.

So they'll say "you have to speak up I'm wearing a towel". Homer, in his sheer stupidity, simply misinterpreted this to mean that if you're wearing a towel in general, the caller has to speak up.
Workers at nuclear plants usually have to shower after their shift to avoid potentially contaminating wherever they're leaving to with radioactive material. Not sure if that's supposed to be part of the gag or not

It’s more lacklustre since many of the people who made the original jokes left the show and some other people started to write new jokes which haven’t really landed

I can't believe this joke went over my head for like 25 years. Homer is actually imitating Marge in that clip. If Marge got out of the shower to answer the phone, she would have to wrap a towel around her head for her hair, thus she would say that line. Homer is bald so he wouldn't need a towel for his hair, but he still says the line because that's what you say when answering the phone from the shower. 😂
