Burns does seem like an incompetent business owner, and to be fair, in the episode "Rosebud," it was revealed that he left his real parents behind to live with a millionaire, so all of his money is probably inherited.
“Incompetent business owner” is a legitimate appearance move to avoid potential liability in consequences. He’s often seen “acting senile” as well. Always one step ahead of the feds
Granted he was the one handling the business end of the enterprise that got him him his fortune back after losing it. Burns maybe many awful things but he's not incompetent.

Then next time that person is exposed, those excess IgE antibodies go haywire and cause severe swelling and inflammation. But that's not to say that like.. any random person could get stung by a bee twice and suddenly be massively allergic when before they had no predisposition to it.
