If she's supposed to be the mother of the man who would become Android 16's template, it wouldn't make sense to start at 21 and then go back to 16. Plus, we have no idea what Android 12 is like in canon.

I just realized. Piccolo raising Android 21 is essentially him raising he own biological son considering that Piccolo makes up a part of 21 (even more so than in the original considering that since the Frieza and King Cold parts were removed making Piccolo's DNA a larger percentage).

Man, a good Cell trained by Piccolo and Goku would be an absolute power house. I've always thought that Goku and Piccolo exemplify two types of power: power through raw overwhelming strength, and power through refined skill and tactics. Imagine if Cell Junion synthesized both of those approaches to power!
I wish Cell turned good. He always seemed like he'd be willing to, but wasn't given a proper chance. Likely the present day Cell, like you proposed. Tho, I feel like they wouldn't have to alter his dna. Think Piccolo and Vegeta, they were able to over come their base programming so to speak, I believe he'd be able to do the same
I could see him having the potential to be good, but I can't remember anything to say he'd be willing to try. I could agree with the Vegeta and Picollo part, but Frieza and King Cold might test the waters of nature versus nurture. If you could overcome his idea of absorbing people to get stronger, then maybe he could become good like Vegeta. Starts off hanging around to compare himself to Goku, then just slowly becomes a good guy without realizing it.
I mean, now they have another "Saiyan" to count for the ritual for Super Saiyan God, so if Masako gets this story to that point, then Videl won't have to reveal being pregnant at all, and it'd be interesting to see what kind of powers 21 will have at that point

I feel like he would he would probably still have a high intelligence rather than be some baby bug man, he was 6 years old when they first met him and had a relatively high intelligence.
But that was after 17 years in a maturation chamber getting information dumped into his head by Gero's computer. Here he just grew up like any other person.

It's unclear and I'd venture unlikely Gohan would try to instill a need for cell to be an academic like Chi-chi did eith Gohan but maybe he'd be a bit like Trunks, not overtly studious but actually pretty smart when he tries.

josh ch I think the reason the bean works is because 1 bean equals like a weeks worth of food (don't know the exact numbers but it's more then 1 bean should do) so to get the same benefit he would just constantly be eating to keep up his strength
The Senzu effected Cell no differently than it did for any of the other characters lol. He can eat just fine, he only chooses to absorb people because it does more than sustain him, it also increases his power. There's no reason to believe eating food wouldn't keep him alive

i always was thinking that that should happen. I see no sense for him destroying the earth. it's his home planet and the Z-Warriors DNA should give him some kind of sentimentality towards earth. He should became a Dr.Doom type of villain. He wants to rule the earth, but keep it safe and bearable for it's residents.
That would be hysterical. People suddenly worshipping and thanking him for defeating those evil androids, Cell has a HUGE ego and would probably be swayed enough to leave the rest of humanity alone.
He wouldn't be able to. As proved in Dragonball even when goku got angry that eighter died he couldn't turn ssj because of the fact that he didn't have enough power.
I disagree with the basic premise here: prefect cell wasn't too far gone really. In fact, in keeping with many, many asian myths, he was prime for a face turn. He became perfect, but was still beaten. His whole goal was attaining perfection, and if he can be beaten, then he's not perfect. He's made of goku/gohan cells, as well as the rest, so it's not that he doesn't have the genetics, so he tries to figure out what he is missing and hangs arround the z-fighters (particularly goku's family) to determine what that is. Since he's a living creature and not purely machine, its entirely possible that over this period of time he comes to befriend said people, and in the end turns good. IE: pretty much exactly what happened with both piccolo and vegeta.
the problem is that cell's reaction to seeing a more powerful being than the one he was unable to win (gohan) was to try to exploit the earth and even when he survived the self destruction that tube returned to destroy it to see that there were beings able to overcome their perfection, I do not try to train and prepare or anything like that just wanted to destroy it so it is difficult to join them to learn what is missing in their perfection
His goal was only to plunge the world into chaos, not blow it up. I think if he didn’t have freiza and king colds malice cells, he could’ve turned good.
Interesting points! I don't believe anyone's ever too far gone either, it's just a matter of making it gradual enough as to not come across as forced to the audience. I think taking in present day Cell would've been waayyy *easier* and more likely for the series, but if 16, 17, and 18 were all about raising mayhem and then turned good, again, Cell couldn't have been too far off either. He did have a pretty strong sense of battle honor after all...
Wait... I just thought of an inconsistency. Perfect cell never trained as far as we saw, or any other of his forms for that matter. So through training, 21 might be a strong as semi perfect cell but still be in the imperfect form.

Well since future trunk's future was destroyed by androids done by red ribbon, you could have him blame Goku for the creation of the androids and have him go further back than he did. Then try to go back but fail as the time machine runs out of juice, ends up in present day only to learn that he cant alter the future which could drive him a little mad and you could turn him into a villain that way.
I love 21 so much! He's such a cute bug baby. Bulma choosing to raise Cell due to scientific ambition and mother instincs due to it's apearance makes a lot of sense.
A fanfiction I read redeem him and his clan... most of this clan caused problems in hell. with the saiyans being in charge of protecting it they'd be sent to fight... the frieza clan eventually became friends with them and had fun fighting. Frieza was mostly redeemed because Beerus put the fear of god in him after the frieza arc for killing one of his adopted daughters.
Okay Masako, bro, lets talk. Weve seen what if Raditz, Nappa, Broly, and now Cell turn good. Why dont we crank it up a notch or twelve and give to you an interesting challenge. Yes its based off another movie character but to be fair, it would be nice to see. What if Cooler turned good. After all, hes not like Frieza or Cold, hes...Cooler. Plus when you think on it he was kinda the black sheep of the family. He didnt really care much for Saiyans or conquest or what have you. As a matter of fact, he was more interested in killing Goku when we first see him. Not because he bested Frieza, because after all Cooler always looked at Frieza as a weakling and a shameful part of the family and with his defeat it would be a mockery to the entire race. And he would be going to kill Goku just to prove that his race is superior to the Saiyans and to restore honor to them if you will. How would he turn good however? Well what if its like this. He does get hit with his supernova (the one that launched him into space and out to the sun?) But in time he was able to escape it much like vegeta did to Gokus Kamehameha Wave. Here Cooler would do what Frieza never would. He takes this chance to retreat and to regroup at one of his outpost planets. After a dip in a rejuv pod, he decides that Goku is a worthy fighter and decides to do another first for the race. He trains. And he trains hard. How long does he train? About around the time when the androids first appear. Think about that, in mid fight, its not Vegeta saving Goku from 19, its a death beam that destroys 19 that saves Goku. At first yeah everyone would panic...all except for Gohan who would be leagues of confused he could have just killed Goku to right? Thats when Cooler says that hes going to be the one to kill the monkey, and when he sees Goku as he is, he basically scoffs and tells the others to take him away and heal him. It wouldnt be fun or even rewarding if he killed Goku like this. The rest, so you choose, is up to you. ^·^ I know it seems alot but come on Masako Im sure you can do it. After all youve done a beastly good job on the whole, you know, what if dude bro turned good thing, so do this. That is if you read this and think about it. I would ask if you would comment back if you think you would do this but your a busy man and a youtuber and what not but hey if you could that wouls be awesome.
Not gonna lie, that WOULD be interesting. Heavy hints of Vegeta, sure, but the inclusion of Cooler might give us a chance to learn more about their race, and place a truly alien perspective in the show. The saiyans aren't all that different from humans, and Piccolo wasn't even aware he was an alien for most of his life.

I've always loved the idea of the Z Warriors saving the baby present Cell rather than just blowing up the lab. I always thought to myself "This Cell hasn't done anything wrong. Why kill it?" Love to see how a scenario like this will play out.
I think with bulma working on him he could have extra cells from 17 and 18 to take away his drive to eat them. Then have him grow slower so he emerges as a perfect cell child to grow up with gohan and trunks easier
I can't really begin to say how much I've always wanted this AU. Imperfect cell (specifically his first form) is what got me into DBZ, after years of ignoring it. I've always loved his design, his color scheme, and even the voice the English dub had chosen for him (and I'm not too into dubs). So in 2012 when I got into the series, I was obsessed with 1st form cell. And it was always hard for me, because there's little merch of him outside of figurines, statues, or plushes. And his appearance in that form is quickly removed shortly after his introduction (manga mostly) . I always wanted to see a version of cell where he lived and wasn't evil. So getting to listen to this, finally game me some closure for that feeling. I've been waiting for this for 7 years. Thank you Masako, I can't wait to hear the next one.

Cell should absorb buu I think, the z fighters were having trouble killing him in all of his squishiness, so having the idea of cell absorbing him would make sense and make cell very strong

I really enjoy the larvae and imperfect cell state. I just think it's so unique looking. If I were in this story I wouldn't be horrified at all. I'd become his friend for sure.
Marketing Cell as a Capsule Corp original invention would be an ingenious marketing move to make the Briefs even wealthier then they already are. Start mass producing Cell replicants and selling them to the military or make their own private security firm with C-3 soldiers. Earth would never be in danger again, we got armies of semi immortal fighting machines that get stronger everytime they die. Nothing short of Beerus becomes a threat.
Replacing a morally questionable character with a version of them that is unquestionably good-hearted... I'm suddenly having flashbacks to Dagda in SMT IV: Apocalypse.
Mao Sama Masako just said that this Cell, at the time of the 25th Tenkaichi Budokai, is already stronger than the Imperfect Cell that Piccolo fought. And yes, I know about how the Neo Tri-Beam rekt Semi-Perfect Cell, but sacrifice moves like that are always like a bajilion times stronger than normal moves when used by people of equal power.
With the new cell having no DNA from frieza he'd probably have less chitin, and might also grow hair. I never wanted to think about that but now I can't stop. Cell with fabulous hair, maybe it's genetic engineering, maybe it's maybelline.
I like this. Even as a kid, I aways felt bad for "Present Cell". You know, the whole "nature versus nurture" thing, what with Piccolo also being conceived for evil purposes and growing to become his own namekian, I always thought Cell could have too. Also, something worth noting is that "Present Cell" and "Future Cell" are probably not exactly the same. Why? Becuse present Cell probably had Trunk's DNA. Think about it, Gero collected Frieza's and Cold's DNA when they arrived on earth, wouln't it make sense that he would also collect a sample from the misterious stranger capable of killing them both without efford? Granted, I don't know how much that would've changed things, but it would have been the perfect excuse for this Cell to be ever slightly different in personality and maybe even in look to the other one.
This is what went through my mind when it came to 'android 21' meeting Goku. Goku: hi everyone! 21 to Piccolo: Is that him? Piccolo: yes. 21 to Goku: DADDY!
The thing that I like about frieza more than cell is that frieza doesn't really want to destroy the universe but rather rule it. If he destroys the universe he'd run out of "playthings" and I think that's why he agreed to fight alongside Goku in super during the tournament of power. And I think that's really why goku was sure he'd accept the offer. Not just to be resurrected again.
What if Vegeta turned good? After all, someone shown to be so cruel and prideful, even more than his fellow Saiyans, couldn't possible be anything other than a complete monster? I'm surprised they didn't even kill him off this arc Oh wait, HOW much has happened after I froze myself in Feburary 12 1990? Did that new Simpsons show get another season?
in 1990 he would be using a 486 or probably a 386, 14.4 baud modem if he is lucky. maybe a 500 megabyte HDD, still using floppy disks, CD-Roms just came out. Once we get to super, I'd like to see him mentally mature into an adult or at least a teen. Wacky kid imperfect Cell is fun and all, but I would be itching to see some meaningful character growth from him, and I'd really like to see him come into his own as a fighter as well. Maybe a wish on the dragon gets him into his perfect form during the Buu saga out of necessity? Also, I may have missed it, but when are the Z-Fighters going to tell him about his past counterpart? They can't keep him in the dark about it forever.
We keep having, “what is x character turned good” but how about “what if x character stayed evil” there’s tons of characters that start as villains but turn to the heroes side such as Tien, Piccolo, Vegeta, Android 18, & Buu
Cell knew his techniques through genetic memory or something like that, so Cell Junior (Android 21 just sounds so _dehumanizing)_ would probably know them, too. This means someone other than Goku would know the kaio-ken, instant transmission, and other useful techniques Goku -stole- learned. And could teach them. I can see CJ teaching Chi-Chi Instant Transmission as retribution for something or other. Maybe CJ is annoyed that Goku doesn't spend more time with Goten? I could see that making a decent Dragon Ball Super filler episode as Goku keeps trying to goof off and Chi-Chi keeps finding him.

Cell could go super sayain but that was only future cell as cell did not inately have that ability in the present due to gero only recording Goku vs Vegeta and future cell learned super sayain off fighting super Vegeta after absorbing 18 becoming perfect cell he changed his Gene's to be more sayain thus allowing him super sayain. So no cell (present) can't go super sayain until he Zenkais or absorbs 17 or 18 and on that note doesn't have instant transmission he has no yardrat DNA and has goku's DNA from the sayain saga, but that means he does have kaioken
In one of those many moments of desperation during the Buu Saga I could see 17 and 18 telling 21 about its other forms and possibly letting themselves be absorbed in hopes of defeating Buu.
I'm curious as to what this Cells reaction would be when that Cell Games reenactment show occurs; would he be thankful that he's not gonna turn out like the previous Cell, or his he going to be shocked/upset that a version of him COULD be so evil?
I must say how truly great this is. I wondered myself if the gang had take in present Cell and raised him right, not only because Imperfect Cell is my personal favorite form of his, but it feels so plausible and would've improved the story!! Just like your Raditz turning good storyline! Also, a genius move to have Cell/21 nourish on senzu beans instead of people! Not only is it far less violent, but I imagine it would give him a huge power boost to feed that way.

The First Primaris Cato Sicarius Nah, they removed most of the Freeza and King Cold DNA, they probably get stronger at around the same rate as Goku. They COULD still have a *Golden Form* though.
Masako only said the "evil DNA" (whatever that means) was removed, not neccesarily the insane potential DNA. You're also forgetting that the reason Freeza has so much potential is that he was born with the power he had in the Namek saga without training. Cell has never trained and in his Imperfect form he was almost certainly stronger than Freeza. It's fairly simple when you think about it. I'd guess that by the time of the Buu saga in Masako's what-if, 21 would be ridiculously powerful if he'd been training for just a few years. What with already having the sum total of the Z Fighters and others' training and skills, he could innovate and create dozens of new techniques all by himself. If complex moves like the Makankosappo and Spirit Bomb come naturally to him, just imagine what he could create by himself. And if he just used his freakin' Kaio-Ken which I think he should be able to use innately even if no one teaches him, he'd be a force to be reckoned with. I can see Buu having a hard time beating him, honestly.
While waiting for Part 2, I predict the following: *Story #1:* Cell 21 goes off with the Z Fighters to join Supreme Kai and Kibito in finding Dabura and Babidi. Dabura kills Kibito and petrifies Krillin and Piccolo, much like he did in the show, which pisses off Cell since Piccolo was one of his "dads". Vegeta, Goku, and Gohan's fights with Pui Pui, Yakon, and Dabura go the same as they were too, BUT... Dabura petrifies Gohan as well during their fight. Cell snaps and attacks Dabura and out of pure instinct, he stabs and drinks Dabura, killing him and freeing the others. Taking advantage of Cell's rage and seeing as Dabura's a part of him now, Babidi corrupts him instead of Vegeta, turning him into "Majin Cell". With Cell now powered by Babidi's magic and Dabura's energy, The part would end on Goku being forced to face off with Majin Cell as a SSJ3, while Gohan and Vegeta and left to try and stall Buu's revival... *Story #2:* Cell 21 stays behind with Goten and Trunks since he still wants to test his power (and the other forbidding him from coming due to his lack of training). Taking place in that last battle royale that was setup once the Z-Fighter leave, it's down to The Boys, (as Mighty Mask), Android 18, Cell, and Hercule. Rather than fight "Mighty Mask" though, 18 singles out Cell, attacking only him out of anger and hatred for what Cell did to her and 17 in the past. Mighty Mask gets involved and 18, not wanting to waste any time away from going after Cell, exposes the boys and forces them to retreat. Shocked and angry that 18 would hurt/humiliate his friends, Cell goes on the offense and rings her out too with his latent power. However during which, he takes it a little too far, and out of shame from snapping (noticing how scared Marron looks,) he surrenders and leaves to join the boys. Arriving at where Buu emerges, Cell notices the statues of Piccolo and Krilling and tracing their energy coming from Dabura, Cell snaps again and attacks Dabura, and out of pure instinct, he stabs and drinks Dabura, killing him and freeing the others. The part would end on Cell being confronted by Buu.
@@joegillespie4180 not likely Cell was specifically designed to achieve his higher forms upon absorbing 17 and 18 so it's unlikely absorbing anything else would actually allow him to ascend besides if he stabs them he's only getting their energy not their DNA.

I loved this What If so much! It makes perfect sense too! When I read the title I was thinking about making the Future Cell good which could simply not happen, but I had forgotten about the present Cell, which could still be modified with science in order to make him more docile. Not only the idea that, I also love the idea of Cell having a childish personality, since he'd technically be younger than Trunks and only slightly older than Goten. Finally, I imagine Cell (or Android 21) Would wrap his arms and legs around Goku's body in a tight hug, freaking some people out since they'd think he was trying to absorb Goku, but nope! he was just being a kid and giving Goku a hug like a child would do! This what if ended up being more wholesome than I thought and I love it!

I would love to see a heroic version of cell. A fairly similar situation with a Cell Jr getting revenge but turns good later on. Either way I like it. He could even absorb the odd baddie or 2 Like Babidi's henchmen, Frieza's troops Etc. Maybe be friends with Good Buu, then later down the track, when a crisis occurs, The 2 can fuse together and become Majin Cell. [Basically a robust pink version of Cell] Now that's Great Potential right there.

I've always thought that Goku and Piccolo exemplify two types of power: power through raw overwhelming strength, and power through refined skill and tactics. I wish Cell turned good. He always seemed like he'd be willing to, but wasn't given a proper chance. Likely the present day Cell, like you proposed. I could see him having the potential to be good, but I can't remember anything to say he'd be willing to try. I could agree with the Vegeta and Picollo part, but Frieza and King Cold might test the waters of nature versus nurture.

I disagree with the basic premise here: prefect cell wasn't too far gone really. In fact, in keeping with many, many asian myths, he was prime for a face turn. He became perfect, but was still beaten. His whole goal was attaining perfection, and if he can be beaten, then he's not perfect. He's made of goku/gohan cells, as well as the rest, so it's not that he doesn't have the genetics, so he tries to figure out what he is missing and hangs arround the z-fighters (particularly goku's family) to determine what that is. Since he's a living creature and not purely machine, its entirely possible that over this period of time he comes to befriend said people, and in the end turns good. IE: pretty much exactly what happened with both piccolo and vegeta.
If piccolo vegeta and bu could turn good, everyone could. Cell at least had some honor from the start( but maybe he just wanted to shoe off.)
the problem is that cell's reaction to seeing a more powerful being than the one he was unable to win (gohan) was to try to exploit the earth and even when he survived the self destruction that tube returned to destroy it to see that there were beings able to overcome their perfection, I do not try to train and prepare or anything like that just wanted to destroy it so it is difficult to join them to learn what is missing in their perfection

Perfect cell never trained as far as we saw, or any other of his forms for that matter. So through training, 21 might be a strong as semi perfect cell but still be in the imperfect form.

Well since future trunk's future was destroyed by androids done by red ribbon, you could have him blame Goku for the creation of the androids and have him go further back than he did. Then try to go back but fail as the time machine runs out of juice, ends up in present day only to learn that he cant alter the future which could drive him a little mad and you could turn him into a villain that way.

Frieza was mostly redeemed because Beerus put the fear of god in him after the frieza arc for killing one of his adopted daughters.

What if Cooler turned good. After all, hes not like Frieza or Cold, hes...Cooler.
Plus when you think on it he was kinda the black sheep of the family. He didnt really care much for Saiyans or conquest or what have you. As a matter of fact, he was more interested in killing Goku when we first see him. Not because he bested Frieza, because after all Cooler always looked at Frieza as a weakling and a shameful part of the family and with his defeat it would be a mockery to the entire race. And he would be going to kill Goku just to prove that his race is superior to the Saiyans and to restore honor to them if you will. How would he turn good however? Well what if its like this. He does get hit with his supernova (the one that launched him into space and out to the sun?) But in time he was able to escape it much like vegeta did to Gokus Kamehameha Wave. Here Cooler would do what Frieza never would. He takes this chance to retreat and to regroup at one of his outpost planets. After a dip in a rejuv pod, he decides that Goku is a worthy fighter and decides to do another first for the race. He trains. And he trains hard. How long does he train? About around the time when the androids first appear. Think about that, in mid fight, its not Vegeta saving Goku from 19, its a death beam that destroys 19 that saves Goku. At first yeah everyone would panic...all except for Gohan who would be leagues of confused he could have just killed Goku to right? Thats when Cooler says that hes going to be the one to kill the monkey, and when he sees Goku as he is, he basically scoffs and tells the others to take him away and heal him. It wouldnt be fun or even rewarding if he killed Goku like this.

Not gonna lie, that WOULD be interesting. Heavy hints of Vegeta, sure, but the inclusion of Cooler might give us a chance to learn more about their race, and place a truly alien perspective in the show. The saiyans aren't all that different from humans, and Piccolo wasn't even aware he was an alien for most of his life.

I can't really begin to say how much I've always wanted this AU. Imperfect cell (specifically his first form) is what got me into DBZ, after years of ignoring it. I've always loved his design, his color scheme, and even the voice the English dub had chosen for him (and I'm not too into dubs). So in 2012 when I got into the series, I was obsessed with 1st form cell. And it was always hard for me, because there's little merch of him outside of figurines, statues, or plushes. And his appearance in that form is quickly removed shortly after his introduction (manga mostly) . I always wanted to see a version of cell where he lived and wasn't evil. So getting to listen to this, finally game me some closure for that feeling. I've been waiting for this for 7 years. Thank you Masako, I can't wait to hear the next one.

Marketing Cell as a Capsule Corp original invention would be an ingenious marketing move to make the Briefs even wealthier then they already are. Start mass producing Cell replicants and selling them to the military or make their own private security firm with C-3 soldiers.

There's concept art of Cell and in some of the iterations he's far more human-like and indeed has a full head of hair.
I like this. Even as a kid, I aways felt bad for "Present Cell". You know, the whole "nature versus nurture" thing, what with Piccolo also being conceived for evil purposes and growing to become his own namekian, I always thought Cell could have too.
Also, something worth noting is that "Present Cell" and "Future Cell" are probably not exactly the same. Why? Becuse present Cell probably had Trunk's DNA. Think about it, Gero collected Frieza's and Cold's DNA when they arrived on earth, wouln't it make sense that he would also collect a sample from the misterious stranger capable of killing them both without efford? Granted, I don't know how much that would've changed things, but it would have been the perfect excuse for this Cell to be ever slightly different in personality and maybe even in look to the other one.

I clicked on this video thinking "Okay, Masako's really pushing it now', but after watching it I was left saying 'Huh, it kinda works'.
The thing that I like about frieza more than cell is that frieza doesn't really want to destroy the universe but rather rule it. If he destroys the universe he'd run out of "playthings" and I think that's why he agreed to fight alongside Goku in super during the tournament of power. And I think that's really why goku was sure he'd accept the offer. Not just to be resurrected again.

Once we get to super, I'd like to see him mentally mature into an adult or at least a teen. Wacky kid imperfect Cell is fun and all, but I would be itching to see some meaningful character growth from him, and I'd really like to see him come into his own as a fighter as well. Maybe a wish on the dragon gets him into his perfect form during the Buu saga out of necessity? Also, I may have missed it, but when are the Z-Fighters going to tell him about his past counterpart? They can't keep him in the dark about it forever.

We keep having, “what is x character turned good” but how about “what if x character stayed evil” there’s tons of characters that start as villains but turn to the heroes side such as Tien, Piccolo, Vegeta, Android 18, & Buu
Cell knew his techniques through genetic memory or something like that, so Cell Junior (Android 21 just sounds so _dehumanizing)_ would probably know them, too. This means someone other than Goku would know the kaio-ken, instant transmission, and other useful techniques Goku -stole- learned. And could teach them.
I can see CJ teaching Chi-Chi Instant Transmission as retribution for something or other. Maybe CJ is annoyed that Goku doesn't spend more time with Goten? I could see that making a decent Dragon Ball Super filler episode as Goku keeps trying to goof off and Chi-Chi keeps finding him.
I thought most of cells techniques and fighting skill was because the master computer taught Cell the techniques.
Cell only learned instant transmission after Goku teleported him away to King Kais planet. So 21 shouldnt be able to use it right now.

Cell could go super sayain but that was only future cell as cell did not inately have that ability in the present due to gero only recording Goku vs Vegeta and future cell learned super sayain off fighting super Vegeta after absorbing 18 becoming perfect cell he changed his Gene's to be more sayain thus allowing him super sayain. So no cell (present) can't go super sayain until he Zenkais or absorbs 17 or 18 and on that note doesn't have instant transmission he has no yardrat DNA and has goku's DNA from the sayain saga, but that means he does have kaioken

In one of those many moments of desperation during the Buu Saga I could see 17 and 18 telling 21 about its other forms and possibly letting themselves be absorbed in hopes of defeating Buu.

I must say how truly great this is. I wondered myself if the gang had take in present Cell and raised him right, not only because Imperfect Cell is my personal favorite form of his, but it feels so plausible and would've improved the story!! Just like your Raditz turning good storyline!
Also, a genius move to have Cell/21 nourish on senzu beans instead of people! Not only is it far less violent, but I imagine it would give him a huge power boost to feed that way.

The First Primaris Cato Sicarius Nah, they removed most of the Freeza and King Cold DNA, they probably get stronger at around the same rate as Goku. They COULD still have a *Golden Form* though.
Masako only said the "evil DNA" (whatever that means) was removed, not neccesarily the insane potential DNA. You're also forgetting that the reason Freeza has so much potential is that he was born with the power he had in the Namek saga without training. Cell has never trained and in his Imperfect form he was almost certainly stronger than Freeza. It's fairly simple when you think about it. I'd guess that by the time of the Buu saga in Masako's what-if, 21 would be ridiculously powerful if he'd been training for just a few years. What with already having the sum total of the Z Fighters and others' training and skills, he could innovate and create dozens of new techniques all by himself. If complex moves like the Makankosappo and Spirit Bomb come naturally to him, just imagine what he could create by himself. And if he just used his freakin' Kaio-Ken which I think he should be able to use innately even if no one teaches him, he'd be a force to be reckoned with. I can see Buu having a hard time beating him, honestly.

While waiting for Part 2, I predict the following:
*Story #1:*
Cell 21 goes off with the Z Fighters to join Supreme Kai and Kibito in finding Dabura and Babidi. Dabura kills Kibito and petrifies Krillin and Piccolo, much like he did in the show, which pisses off Cell since Piccolo was one of his "dads". Vegeta, Goku, and Gohan's fights with Pui Pui, Yakon, and Dabura go the same as they were too, BUT... Dabura petrifies Gohan as well during their fight. Cell snaps and attacks Dabura and out of pure instinct, he stabs and drinks Dabura, killing him and freeing the others. Taking advantage of Cell's rage and seeing as Dabura's a part of him now, Babidi corrupts him instead of Vegeta, turning him into "Majin Cell". With Cell now powered by Babidi's magic and Dabura's energy, The part would end on Goku being forced to face off with Majin Cell as a SSJ3, while Gohan and Vegeta and left to try and stall Buu's revival...
*Story #2:*
Cell 21 stays behind with Goten and Trunks since he still wants to test his power (and the other forbidding him from coming due to his lack of training). Taking place in that last battle royale that was setup once the Z-Fighter leave, it's down to The Boys, (as Mighty Mask), Android 18, Cell, and Hercule. Rather than fight "Mighty Mask" though, 18 singles out Cell, attacking only him out of anger and hatred for what Cell did to her and 17 in the past. Mighty Mask gets involved and 18, not wanting to waste any time away from going after Cell, exposes the boys and forces them to retreat. Shocked and angry that 18 would hurt/humiliate his friends, Cell goes on the offense and rings her out too with his latent power. However during which, he takes it a little too far, and out of shame from snapping (noticing how scared Marron looks,) he surrenders and leaves to join the boys. Arriving at where Buu emerges, Cell notices the statues of Piccolo and Krilling and tracing their energy coming from Dabura, Cell snaps again and attacks Dabura, and out of pure instinct, he stabs and drinks Dabura, killing him and freeing the others. The part would end on Cell being confronted by Buu.
Story #2 partially came true in the next What If Cell Turned Good.

@@joegillespie4180 not likely Cell was specifically designed to achieve his higher forms upon absorbing 17 and 18 so it's unlikely absorbing anything else would actually allow him to ascend besides if he stabs them he's only getting their energy not their DNA.
+Casey James Garland but absorbing soooo much energy would force him to transform into his semi-perfect and perfect form since that much energy WOULD be too much for his imperfect form
I could honestly see trunks and goten seeing 21 all sad and asking what's wrong so they then go to explain to 17 and 18 that cell is sad about not being with his siblings.

I loved this What If so much!
It makes perfect sense too! When I read the title I was thinking about making the Future Cell good which could simply not happen, but I had forgotten about the present Cell, which could still be modified with science in order to make him more docile.
Not only the idea that, I also love the idea of Cell having a childish personality, since he'd technically be younger than Trunks and only slightly older than Goten.
Finally, I imagine Cell (or Android 21) Would wrap his arms and legs around Goku's body in a tight hug, freaking some people out since they'd think he was trying to absorb Goku, but nope! he was just being a kid and giving Goku a hug like a child would do!
This what if ended up being more wholesome than I thought and I love it!

I would love to see a heroic version of cell. A fairly similar situation with a Cell Jr getting revenge but turns good later on. Either way I like it. He could even absorb the odd baddie or 2 Like Babidi's henchmen, Frieza's troops Etc. Maybe be friends with Good Buu, then later down the track, when a crisis occurs, The 2 can fuse together and become Majin Cell. [Basically a robust pink version of Cell] Now that's Great Potential right there.
But Shin and Kabito shouldn't know about Cell since they hadn't observed earth in 300 years, right?
