There is a stark difference between that engagement & this; politically & otherwise.

It's not the Russian brigade that is fighting this time. This seems to be an effort to take land to trade back in future negotiations, not just an incursion where they fall back once Russia gets it's act together (somewhat) to take back the area. If those Russians would be taken as POWs, the Russian would treat them even worse than Ukrainian POWs (which is difficult to imagine, but if Russia is competent at anything it's brutality/savagery/cruelty).

Dual nationals taken hostage in a country they are a citizen of should be a risk the person elects to take if there is a travel warning or ban.
Personally I think the government should:
1.Publish a list of countries that it will not negotiate with should you travel there and advise you not to travel there.
    2. If you’re a dual citizen and you’re taken hostage in a country you are a citizen of (assuming that country is on the above list), you are on your own.
    3. If you’re already in the country when it makes the list, be advised and supported to leave by a certain date or you are on your own.
