Either Russia withdraws troops from the frontline to retake Kursk, and thus allowing Ukraine to take back Russian occupied territory, or they get to hold on to a chunk of Russia that can be exchanged for Russian held territory in Ukraine during any negotiations. It may very well be that in terms of the effect on the fighting force, or even the labor force, they lost more in Afghanistan. Of course, the same can't be said about the equipment lost.
Thinking on this topic needs to evolve. To say that Russia still has an equipment advantage is kind of shaky. Ukraine is still getting new equipment and still developing equipment. Russia's access to the world is highly compromised. Ukraine has stymied Russia by taking the 'vaunted' Black Sea fleet out of equation, without warships of its own. NATO has been quietly getting ready for this day. All the facility and road projects required to move close to a million NATO troops to the Russian border are complete. Russia knows they can't beat NATO, Russia's nukes haven't been very well maintained, Putin is better off negotiating.
