Touch Dry - 10-30 minutes depending on thickness of the paint. Closer to the 10 minute mark when painting with properly thinned paints in an airbrush. Cured - 2ish hours, again depending on thickness. Best practice for masking like this - overnight.

I think he just uses CA glue for it
It's White CA Glue and an activator spray.
