I think its more of a transparent paint as from what I've seen with airbrush paint that's used. Because the eyes are already a darker color they don't get covered up by the skin colored paint
Because it's basically waste of time, especially considering how most figures now are designed with discrete joints, that look natural without putty. And as a professional, he don't bother with something that's basically done for the sake of doing. Unless you are working with what's basically a cr#p kit, or some ancient kit, putty is mostly unnecessary. Sorry for long rant, but I really hate the "Putty Cult" that grew in Western GK community, besically because of decades old methodology.
