I'm not sure but from what I have seen, 한테 is still "to" but can sometimes be translated to "by" in English because of context. 동새이 형한테 장난감을 뺏겼다 means the younger sibling's toy was taken by the older brother. The toy is ultimately given *to* the older brother. The action is done by him which is why 한테 is used instead of 한테서.

한테서 - from
Hi... 한테서 can only mean 'from', but 한테 can mean either 'to' or 'from' (based on the context of the conversation).
It's the same with 에게 and 에게서 :)
