Thank you. It's a mod called "Workshop Plus" it gives you a bunch of cool settlement options and a free build mode that allows you to fly around and build freely! www.nexusmods.com/fallout4/mods/35005

@@Danny-NukaCola haha i know the struggle. If you're on PC and don't want that mod you can also try "tcl" in the console commands. Let your walk around freely in the air.
