Maybe if locals felt safe on Canal St they would go there , Rubensteins is on the safer end of the street . The rest of it is filled with hustlers , alcoholics , drug addicts , mentally impaired and homeless . New Orleanians stopped going there because there was little of no parking and a surplus of meter maids spreading a little sunshine on a daily basis .DH Holmes , Maison Blanche , Gus Mayer and Woolworths are all gone now . Most of the movie theaters are dilapidated and seem unsafe to go into and watch a movie in . When i was a kid i'd take the street car and go to two or three movies a week . These days i wouldn't go there at night without a concealed carry .
You got Canel Street looking like a two-bit hustling town. One of the most romantic beautiful cities now cluttered up with railroad tracks, overbuilding, and TV crime shows telling you how bad it is while taking over her hidden courtyards and alleys.
More shopping for people who cannot get to the malls. Good shoe stores, good clothing stores, that are affordable for all, and more security, day and night.

I'm from new Orleans living in Dallas TX. They need to take advice from other cities downtowns and there success.
City council needs to get out and take a field trip on foot up and down Canal and just look at the scenery?
Not just Canal St … the whole city and see what residents go through on a daily basis
