Dakota really did do a great job in this movie; I don't know how they could have cast the role better. I can see a lot of other young actresses being out of place here, but she is pretty believable. Plus it added an extra something to get an actress who had past history with Denzel, considering what we learn about her character at the end. (Also re the confusion between DIA and CIA- the DIA is what McCall and Susan Plummer worked for, but Emma and Frank work for the CIA).

It could be a typo or it could be Defense Intelligence Agency, which I think is actually Defense Intelligence Service. I imagine all the intelligence agencies operate on different levels together. This is essentially a criminal investigation that would be kept quiet during the actual investigation but once concluded will probably be in the papers, so not super covert. Operating on foreign soil, working with local law and/or military. Kinda makes sense.
