just bought a civic lx 2 years older than that and even though its a lx its still a lot more fun than a lot of cars ive driven for some reason. just the atmosphere of it is just distinctly civic and its awesome. sure they're not fast but they're still fun
I gotta 99’ civic hatchback just like this one except mines got a massive dent in the back the side from the previous owner that I still gotta get to fixing but at least it doesn’t have rust on it. Hope for mine to look as clean as this one someday soon.

And it seems like it would need some work, there is some visable rust near the bumper and there are a lot of small dents on the doors but as my first car i don't think that it would be that bad of a choice. It's an old man that has the car and i think i could get it for pretty cheap too. I would like to engine swap it and make it more like a type r civic although I probably won't be able to find a lot of the parts for the car.
