Thanks! I just added a spotlight object under the lamp, and made an emission shader for the lamp cover. Then I added a big cube around the whole environment with a low-density volumetric shader, and also enabled bloom in the Eevee settings :)

Here I just used a couple spot lamps inside the street lamp, and I've placed a big volumetric cube in the environment for the light cone effect. Make sure to have "volumetric lighting" enabled from eevee settings :)
You mean the actual Eevee lamps? I just added 2 spotlights under the lamp, turned on "volumetric lighting" in eevee settings (and added a huge volumetric cube in the scene, that everything else is inside of), and then added a strong emission material for the lamp cover. Does that get you started? :)
