Amazing video and insight on accurate rain sim dued. One small tip would be to add a gradient overlay based on world position and use that as a mix value in the transparency of the rain card so it fades off at the bottom of the card. This would help with not having that sharp edge which cutoff on the ground plane
Note: Blender unfortunately won't let me Pack the video files into the Blend, so there's Instructions inside the zip folder for how to setup the assets, you'll only have to do those steps once
in compositng your rain is all of a sudden a different shape instead of a dot. Is that bc of the motion blur? I changed the setting sthe same but my rain is still a dot (idk if anyone knows what I did I appreciate it!)
Update: I've decided to make the full rain pack available for FREE!😁 grab it off my Patreon (the first post in the description) There's instructions inside on how to fix the "missing files" issue that Blender has with video assets

The splashes look like rain when I add the particle system and put it on object and select the metaball with it, My metaballs dont stick together
