Because that's actually the point; even those in the actual story fawn over Chelsea due to her good looks and charisma. Even though she's evil and generally vain, people don't care because she's a beautiful mermaid. Meanwhile Ruby has the short end of the stick; she's also a seacreature but unfortunately not the "aesthetic" kind so SHE'S outcasted and made to feel inadequate. In my opinion the fandom reacting to the characters in the same way is just proof that this movie is actually pretty good. I mean usually when we see movies we go, "No one would ACTUALLY act like that!" Because the behaviors presented don't feel real to us.
