Hi Jenna, yeah that is totally fine. Nothing to worry about there. If you don’t like it doing that, though, you can use the Security-Shur anti-theft locking device and make sure it is tight enough at the base (ground sleeve) and your flagpole won’t move in the sleeve, otherwise it’s fine the way it is.
