That thing that you weren’t sure what it’s called around the 17:20 mark is called a window well and window well cover. It helps allow light into the lower level, emergency escape from lower level(if installed with the correct window) and typically drainage from the foundation of your home. Hope that helps.
One problem with moving into a new neighborhood is that everyone is new and you don't know who else has the same idea, especially when trying to beat the 7 to 9 hundred thousand dollar price range. Make sure to check out the quality of the construction carefully. It's probably a good idea to check out other areas around the state too for comparison.
We will! I’ve been in lots of new construction and there are always varying degrees of quality but also there have been huge strides in what’s possible for less these days.

Most homes are still standing. It was the ones near rivers that had the most damage.
