Let's be honest, nobody wants them near their residence or business. Make some encampments in the middle of the desert, that way nobody is bothered by the noise, uncleanliness, drug use, human waste etc.

This is why we can't solve the problem. No matter what solution is proposed, everyone will gripe. They don't want them concentrated in one area? Yeah, it's much better to have them spread amongst tents under every bridge. I'm not even a fan of this mayor and yet I feel tempted to defend his decisions. At least they're doing something. You can't make people happy.
