    U have to mud before popcorn even if there are no holes to fill?

    You shouldn't use bagged mud unless you are 1/8 inch thick. For thin and skim coats you should use premixed air dry mud. Chemical dry mud like 5, 20, 45, 90 can't be used thin or it won't bond. It's written on the bags. You could use 5 to prefill the hole, then go over it with plus 3 for a smooth finish, that would be acceptable.

    If your sealed drywall is complete flat and has no damage do you still need to add the coat of mud to the sealed area?

    This is helpful but the mud repair should have been done before primer

      Ah, I’m by no means an expert but look into patching drywall with the top layer(s) of the brown paper ripped/exposed. The kilted guy has a good video explaining why you need to prime/seal before mud, I suspect this is why Spencer primed first before mud. Takes more time up front, but prevents frustrating problems from bubbling up (pun intended) down the road
