Hi Dan ,You need a piece of thin brass shim metal it works great for patching moltable pin holes in fuel tanks , you have to make sure you have the surface very Clean, so you can swet your shim patch in place with Solder .
That is the one thing about Minneapolis Moline that seems to be a problem is those governors. Our ZB is the same way. Any project you do I learn from so heck Dan, I'm good if you do both!?
Why does everything we love have rusty gas tanks?😅 I've redone some black stripe Ski-Doos, (A very similar yellow to a Moline and just as crusty ) and it's like a rite of passage to have to cut the belly open and clean one of those out. Fuel tank is Incorporated into the chassis . I ended up having to use solder after welding the patch back on because I had little tiny pinholes in my welds. It's held for 12 years now with no problems.

I think that you should remove the one strap and check for holes under it.
Solder it with a thin piece of brass or copper foil as a fish plate.

If you want a good gasket scraper go to morsky repair you got a bunch of nice ones
