Apparently, it's a ground speed sensor. Toro Rosso also used on in Bahrain F1, if you can find footage of the practice sessions at night, it's a lot easier to see and the commentators were discussing it's use. It seems rally teams use them too.

Messed up RUclips Rendering of 50p footage on some devices :( no „effects“ on our side at all.
