In" Fridays with Frank", he will actually take a screwdriver and remove those covers IMMEDIATELY! When left to the driver they will keep them on because they are LAZY!!

Mandatory court date basically has the same effect since it's a criminal citation. If they're not a wanted criminal or a habitual offender with a history, arresting them and taking them to jail wastes the officer's time since most of the time they'll just get released on their own recognizance anyways. That takes the officer off the road and they have to spend a long time processing the violator and doing paperwork.
Why is it these speeders are going to the hospital, need to use the toilet or rushing home for a family emergency. If the dog ate my homework what makes them think this bull will work for them

I love that he does not approach the car and ask, "You know why I pulled you over? or "Do you know how fast you were going?" If you are ever pulled over and the officer asks you any question to start off with DO NOT ANSWER!! They should know why you were pulled over or how fast you were going.
While there are benefits to that if fought in court, honesty goes a long way sometimes. Its not 100% effective but if you admit to what you did right there and then, they might let you off with a warning or reduced citation (like writing a ticket under regular statute and not construction which in that case halved the fine, or in other cases a lesser speed). Especially if its your first time getting stopped.

A number of these are double the posted limit.The only way they can get revenue is if you ignore posted limits. Not complicated. If you consider them too low fight it in court or get in touch with highways/state etc to get them raised. It seems whatever the speed limit is set people think they are too low and go above them.
