This problem of muscle tension happens to me when I do downpicking, it is mostly due to "muscle memory", since before studying with teachers, I obviously had terrible technique.
I've been tremolo picking with my entire arm playing black metal for over 20 years and had to stop playing for 9 months because of horrible tendonitis in my shoulder and bicep. Listen to this guy, don't just play through the pain. I'm in the process of relearning my whole technique.
