Every time I have flown into Heraklion ( 8 times ) we have approached from the other end of the runway.

This is because most of the time, the wind is a headwind when approaching from the west side, aiding the breaking action. In case the wind becomes a tailwind, the aircraft struggles to come to a stop, and therefore the runway (direction) is changed.
