In this video you watch me make a die stamp for a full size license plate. I use 1" thick aluminum I purchased from McMaster Carr
I cut the material about .25" at its deepest. the actual impression on the letters in .030" deep. the inner and outer plates are offset .015" .. not enough ...reason I make adjustments after the first impression. The plate blanks .05MM thick are from amazon.

So 21st century to cut the formers & the vinyl so clean & accurate & so 19th century to press them with a hammer, so beautiful & harmonising that tech across the centuries works to make this magic happen & how aptly, masterfully & unexpected was the finish with the boots left behind. A sheet of thin tooling urethane over bottom die makes for cleaner/softer impressions. I used to make dies for a 330 ton press. Also cuts down on wear of the die for long runs. We also used it on press brakes for custom stainless steel parts. No tooling marks. NIce work.

Could you just roll paint on top of the raised letters? It would streamline the production of these...
Also, for added realism, you could use reflective paint or - better yet - make your own by just adding tiny glass beads/balloons!

Your front plate in many states can be a vanity plate. I've seen custom made plates with different color schemes, but with the actual license plate number. I know a guy who owned a sign shop and did just that, and got the OK from California Highway Patrol. It's the plate with the registration tag that has to be officially issued. You can't make those and not get pulled over.
