Turns out 22 includes Season 1, so the base roster is 17, plus 5 for season 1. That means there are only 7 unannounced characters for the base roster which I suspect are Dong Hwan, Jae Hoon, Kain R Heinlein, Andy Bogard (because what else would Mai's storyline be?) Freeman, Joe Higashi and Gato.
