This guy lou, is a straight genius. Marge brings up the bait and tackle guy, he thinks that maybe hes involved in the murders because of it. He thought that the cop filled out DLR then the criminals shot him before he could finish writing the rest when they already established the cop wasn't shot in his car. He talks like a gentleman and a scholar as well.

Think about it, they are eating a Morning Breakfast that he prepares for them both which I thought was very nice, They have Lunch at Arby's, then they Eat at a Buffet Style Restaurant.

DLR is short hand for car dealer licence plates, the dealer plates just hang in the back window or stick to the car with a magnet. Later in the movie you see the funny looking guy take a plate off a random car in a parking garage and put it on the tan sierra. The poor parking garage attendent gets shot over a couple bucks.
