The level up system in Final Fantasy II is based on “practice.” You gain more max HP when taking damage, more attack power if you fight more, more MP if you use a lot of magic, etc. These upgrades are given at the end of each battle. By bashing and then cancelling over and over, the game thinks you’re fighting over and over, so it gives you weapon skill points without ever taking a turn. That way you can farm free strength points without having to find enemies to fight or actually take any turns.

FF2 is a very tough game, but it is really pleasant to play when you have got used to it.
