Actually I believe James Bond has been less often played by an Englishman.
Connery: Scottish
Roger Moore: Was indeed English
George Lazenby: Australian
Dalton: English
Brosnan: Irish
Craig: English
So about half of them actually English actors. If we go with the alt Bonds, then Niven is also English, but then I feel we need to include Barry Nelson who played Bond on tv, who was American.
So while he's never been played by an American, I don't think that would be out of the question.
