I wouldn't say it's unpopular. The first phase is badass to the core, while the second phase is very personal. It's just 2 very different tones. It's really up to your taste.
1:20 - The resolution everyone expected never came, and it perfectly portrays what happens in the game. At that specific moment something crucial happened that left many people speechless and shocked. That somber dark tone fits perfectly with the reality of the situation hitting you like a semi-truck. If there's a "*gulp* oh shit..." moment in Genshin, this is it.
There's one more phase/variant to this boss's OST - "The Almighty Violet Thunder" - and it's an absolutely badass metal remix of the second phase lol. It's such a shame it's so overlooked.
Don't ppl forget about it because this was added later once the weekly boss finally came in 2.5, so before it was just the music for the story fight. Correct me if I'm wrong. It's indeed ashaming how overlooked it is.

There's actually another variation of these boss themes because you fight the Raiden Shogun twice. The second one is The Almighty Violet Thunder and it's way more hyper and electronic than this one. Because in this one, you're just fighting her in her base form, but in The Almighty Violet Thunder, you're fighting the boss in its "Guardian of Eternity" form
I recommend checking out Tartaglia/Childe's boss theme song too ^^ His boss theme shares some leitmotifs with La Signora and Scaramouche as they are from the same "organization", but all 3 of them sound really different and personalized to each character. Also the very beginning of what you heard in this Raiden Shogun theme is a mix of La Signora's theme which later transitioned into Raiden's theme. This has to do with the story, but just in case you feel that it sounds different from the rest of Raiden's theme, it's because it was Signora's :D
You might want your ear to take a peek at "Sakura Sakura" a folk song that forms base melody for most of Inazuma sound track in the game. The climatic part of the battle music takes cue from the song as well.
She is Her Excellency, the Almighty Narukami Ogosho, God of Thunder, the Raiden Shogun Ei. Also know as Baal. She is the literal embodiment of lighting it self. So you are fighting agains a god and to me this track conveist it so well😅
If you're at all curious about some of the cues in this song, listen to Duel in the Mists, one of the battle themes for Inazuma. Then listen to Judgement of Euthymia. You'll catch the two major components of this theme.

The first part being lots of buildup and then cut off just like that has a reason 😉 It's actually two motifs intertwined, with two characters present in the scene. One is the Shogun, and the other you've heard somewhere before already. And then one goes poof. (and, to be fair, it wasn't a part of an actual boss battle; you only hear that part in one cutscene that happens not long before the actual battle)
One of the best things HoyoMix does woth their misoc, specially those related woth the characters or the bosses are how they're integrated into the story if you look for it. 0:27 This song is called "The Execution" and I always consider it a must to be heard with the related cutscene as a great example of what I meant before. You'll probably notice this song has several parts in the melody in common with La Signora's songs which seems to be in confrontation against the traditional parts and that's intentional. Just gonna say to watch the cutscene and you'll undestand. 1:54 The second phase, actually the first in the fight proper, is called "Bane of Ambitions" (charming) and it tells of the tension and immense danger of you, a relatively normal guy fighting what can be called a japanese Thor, but even stronger, faster and her attention focused on killing you. It's like the song itself tells you "you're in an incredibly big mess, and now you realise". And yes, the fight is as hopeless as the song tells (in fact, you fight her before but you get your ass handed to you and this is that fight's song). Until... 5:07 The second part, "Thunderings of the Merciless" is a bit more hopeful. No spoiler but this phase comes after a plot contrivance which levels the field somewhat and gives you a shot against her, but she's still the same as before and it's not going to be easy so it's up to your skill. Besides the initial and occasional beats which represent the roar of thunder, this one has a bit of a more duel vibe, instead of the threatening and dangerous tone of the first phase. Also, this songs has the nation's theme (like in 6:58) melody integrated, which highlights the high stakes of the fight. Now is when the fight turns glorious, and I personally consider it a highlight of the relevant quest. I think that's one of the best things Mihoyo does with music is that they're made more with q storyteller than a composer sometimes.
im surprised you havent watch the Azhdaha boss them song extremely epic. I listen to the Scara, Shogun and Signora boss themes because they are more recent but when i go back to Azhdahas song i remember how fucking epic it is and how much more i like it than the other ones. if you ever feel like it, in the main Genshin Impact channel they have live orchestra/symphony versions of the boss theme songs and some of the overworld battle songs.

I did have this conversation a while back with people on older videos and a lot of them pretty much all agreed either is fine. If i want to double back on something, i do, but in my own head it's often more distracting to stop the flow of the song. Even while talking I'm actively listening and don't miss a beat. It's the one thing my overactive brain gave me as a benefit.
