They moved it! It's Open to Work now. You can turn it on and off from your profile page.

It is... LinkedIn changed its location. It is called "Open to" tab and you can just turn it on and off. It is located below your headline, a blue tab. Also, there you can set it up who can see your profile, like only recruiters or public etc.
