Hands down the best story of Horus and the Emperor while he was loyal, maybe even the best one of the Emperor with any of his sons. This was what he wanted - to be able to go into battle alongside the closest thing he could have to a peer, as a warrior and his beloved son. This is the Emperor as a warlord and a ruler, but also as a compassionate man aware of the price it would take to save Humanity - something he never flinched from paying himself. I think if you wanted to convince a populace to join the Imperium, this is the face of the Emperor to show them. Well, that, or just send them an Angel.

I understand your point of view, I just like to recommend people read the stories for themselves as well. Whichever order they do it, or even if they don’t it’s up to them :)
I think the Chaos Gods decided when they scattered the Primarchs who would fall into their clutches and who they didn't care about. Yeah, it would have been great for the four if they had gotten all the Primarchs to fall to Chaos, and they do try to tempt the loyalists (Sanguinius comes to mind), but I don't think they could have gotten them all for a variety of reasons with at least one being the power of plot. They twisted the personalities of those that they would corrupt (Horus, Fulgrim, Lorgar), sent them to worlds that would forever mar them (Mortarion, Angron, Konrad Curze), and used countless manipulations to concoct their downfall (Magnus, Perturabo). They were doomed, Horus most of all. The greatest parts of Horus become the worst, that's evident whenever we see his loyalist personage. My two cents, anyways.
I still love the idea of Sanguinius being the one who killed Horus, using the black rage and the Emperor being mortally wounded while trying to bring him out of it. The idea of emps hesitating to kill Horus makes less sense to me because he had already made up his mind killing Horus was necessary but would not be prepared to euthanize his actually loyal son so fast.
