The texture was actually bringing together the 90s look lol. As a dry skin teen with the worst skin care in the 90s all my foundations and pressed powders gave such awful texture. The smeary black liner mattered more than lashes. The gun metal and shimmery blues were all I could find for any alternative/grunge look. Everyone called me a goth. This gives Drew Barrymore vibes. That berry lip and deep red lip was everything
Even if you didn’t have dry skin, the shimmery white under the brows always looked textured! We were overplucking, then going over that area with a bright reflective white, magnifying our abandoned hair follicles and pores. If her white underbrows didn’t look textured, the look wouldn’t be authentic. In my memory it looked great, but after watching this I was like, oh yeah, wait… lol! But everyone’s white underbrows looked like that, so we didn’t know it looked bad. Regardless, I still love it. Lol
Also, we didn’t use anything called a highlight/highlighter to achieve this look. It was just eyeshadow. Makeup tutorials in magazines would say “Use a shimmery white eyeshadow to highlight your browbone.” The concept of a separate makeup product called a highlighter didn’t exist then (or if it did, it definitely wasn’t something that was used by or known to the general public.)
As a 36 year old, I have friends that STILL do their makeup like this. Never stopped. Never will.

I know it's not easy 🥺 The key is layers. Slap a lil toner on a wet face, slap maybe an essence. If you're skipping an essence do the serum immediately next. Then we moisturize. Then maybe a few drops of oil. See how you feel. It is very annoying but just one moisturizer will not quench the thirst, it will not make fertile ground out of a desert, it will NOT do a gatdamn thing
Gen Xer - in the 90s someone with BBs eye-shape would've come in closer over the glabella to accentuate the roundness. Also the blackest black we had access to was Kohl pencil (why everything seems smudgy and not sharp). Lipstick colours were Rimmel Heather Shimmer, Black Cherry - and I can't remember the name of the brick red/brown one.
The aim was matte skin, so a lot of us used baby lotion with talc in it (I think it's called liquid talc now) and then talc as powder - we should all have clown lung and asbestos poisoning.
Also OG Grunge was a thing in the early-mid 90s along with Riot GRRLS - when we didn't wear makeup or do our hair or use perfume , and our wardrobes wear 50% old people clothes ad 50% band shirts

If we're doing ted talks no one asked for... The matt skin was all the thick Mac foundation for me. I'm a late gen X and I did the granny clothes, a tweed skirt badly hand cut super short, two pairs of ripped opaque tights (hose), dms with rainbow laces, and a full face of make up. I couldn't afford band t shirts so I made a t shirt that said 'use it or loose it' because I am dyslexic. Plus obligatory hoodie. I still love a grey eye look. In the 90s in the UK 'hoodies' was a similar dog whistle term to 'urban' today, but wearing 'hoodies' was somewhat counter culture, people were called 'hoodies' and blamed for 'anti social behavior'. UK pm David Cameron famously told people to 'hug a hoodie'.

Brittany babes the reason why the makeup looks textured is because the Milk primer is water-based & the Maybelline concealer is silicone-based. Match water-water (more natural looking) or silicone-silicone (smoother, airbrushed) makeup 💕💕

All the frost, metallics and shimmer in makeup in the 90’s was because of the 60’s and 70’s revival. We went hard on daisy prints, flower hair accessories, denim, baby doll dresses and disco inspired highlighter and blush, different shades of brown lipsticks (nudes came out in the 70’s, all the colours of bruised fruit for lips and eyes finally lol it was always reds, pinks, peaches and straight up orange before for lips and pastel green, blue or peach for shadows, blush was only pink or red).
