It's pretty awesome that I enjoyed this very cartoon as a small kid in the 80's, just like the children of the 60's did. Shows that great toons from the golden age still find audiences with future generations.

It looks like Dick Tracy has finally won the victory. Did you notice that the men/women, people who run the wish app, really felt sorry for Batman, who's already dead? I kinda recall this, when I was real little, back in the early-to-mid, '70's. I've read, amongst the comments that some people, find this objectionably racist. The artists are using, a type of 'illustrative adjectives', to show what's, what. It may depict a similarity, but it's not racist☺️. It just as racist, as if you were to say something, so ridiculous as, "see how old they portray, that old man @01:00, and THAT'S, is age discrimination". Asinine, ain't it🙄??? It's just a generic kids show that has almost nothing to do with the actual comic.
Also the reason why Dick Tracy doesn't do anything except sit on his radio is because there were originally live-action segments where a kids show host would dress up as a police officer and pretend to call Dick Tracy. Then the intro would play, and that is why Dick Tracy says "okay chief I'll get on it right away", because it's supposed to look like he is responding to the kids show host. Unfortunately, these live-action segments are lost media.
But regarding everything else, I have no clue. I've seen some people speculate that this cartoon was originally supposed to be a generic cop cartoon but then they slapped Dick Tracy in it last second so it could sell better. And I've even seen one blog post where the author claims he once asked the people who were involved with this cartoon's production, and even they admitted they had no clue what they were thinking.
