Reversed actually, Donkey Kong was originally supposed to be Popeye’s game, but they couldn’t secure the rights to the IP so they changed the characters to DK and Jump-man etc and the success of that game allowed them to secure the rights to make Popeye’s game

When I was a kid in the 80s, there was a department store that me and my mom went to sometimes, they had Popeye, Kangaroo, and Centipede in the lobby.

Popeye was a massive hit for Nintendo, but suprisingly there weren't any direct arcade sequels.
Perhaps due to licensing costs they decided to focus on Donkey Kong and Mario themes.
I remember being really good at this game. Great memories.
