wrong, after several days of rain water will flow over the top of the dam. They were concerned that the level may compromise the dam so they opened the gates to lower the level.
But to be a bit more serious. An inch of rain dosent sound like a lot. But when you have an inch of rain across a mountianside, it cant just sit there on the slope, it all flows down into the valley. so now you have a whole mountian range worth of 1 inch, all flowing into one small area, it adds up fast. Because they've received a dozen or so inches of rain in the last couple of days. Flooding doesn't require dam failure.
