Just a heads up that if your Virtual Audio Cable of choice or hardware device doesn't support the Windows audio enhancements, you could also try using Equalizer APO to run free VSTs like Reaper's and apply them to the device you have Discord set to output through.
So when a "loud" person is speaking, the "quiet" one cannot be heared at all anymore, cause it normalizes the loud person down? (If they speak at the same time)
So, I kind of balked when he recommended GoXLR, which is like $300-$500 hardware, but I did see that my monitor has an audio jack and the Loudness Equalization option. So I plugged my speakers into my monitor, instead of my PC tower. I changed the Discord output to be my monitor's headphone jack (and my computer's output too). And I activated the Loudness Equalization, and I think this is working.
Can you give a suggestion on what to buy as inexpensive hardware to connect between a computer and a USB headset? Would I need to go to a headset with a audio plug? Thanks.
I took your claim at face value that this was possible under software management via Virtual Audio Cable. It isn't. There is no way to get Windows Audio Enhancements for VAC devices, meaning it's a complete waste of time for anyone who tries it. Maybe update that claim in your description to save people some time.

This honestly should be a feature part of discord and not require hardware. Teamspeak can do it.. discord should be able to as well.

While I don’t recommend it you could also use a software mixer like voicemeeter and apply the normalizer to one of its virtual devices
