All it needs is just a little bit of rotation input power from the adjustable speed of the DC direct drive motor, and when you find the right rotation speed (frequency) that will match or resonate with that free-rotating blue arm you will tap into torque amplification phenomena. The plywood wheel will pass under-unity and will enter the over-unity cycle. When that happens you contain your excitement and don't talk about it, just continue to do your own R&D.
Interesting. I built something like this in November 2019, except it used gears. I could tell at a certain point, with correct manipulation it would speed up but I didn't understand what was going on.

if we can find a way to add mechanical timing to the pendulum, without disrupting the chaotic movement
Have to have control rod, cam, or gear to keep the orientation of the weight as to impart motion to the disk
